When a cost guide points to engineering scope.

Some cost drivers need a qualified engineering review before the budget can be treated as reliable: structural changes, MEP tie-ins, PHSR triggers, OBC Part 3 requirements, equipment installations, refrigeration systems, or sealed documentation for permits.
