Economy Fit-Out

Basic finishes, limited millwork, simple meeting rooms, standard ceiling and lighting, and minimal specialty spaces. A practical planning range is roughly 85% of standard Class B cost.

Premium / Class A Fit-Out

Higher finish quality, stronger reception presence, improved meeting spaces, more glass, better lighting, upgraded washrooms or pantries, and higher acoustic expectations. A planning range can run roughly 20% above standard.

Luxury or Flagship HQ

Executive suite quality, custom millwork, high-end stone or wood finishes, large boardrooms, specialty AV, brand environments, and dense feature areas. A planning range can run roughly 45% above standard.

Soft cost overlays

The tenant improvement budget is more than trade construction.

Design and Permits

Architectural design, engineering coordination, permit drawings, landlord review, code review, and municipal submissions can add a meaningful soft-cost layer before construction starts.

IT, AV, Security, and Furniture Interface

Even when furniture is excluded from construction, the construction scope must coordinate power, data, AV, access control, meeting room technology, and workstation layout.

Total Overlay

Soft costs typically add roughly 12-20% on top of hard cost before HST, furniture procurement, tenant move costs, financing, and business interruption costs.

What drives the range

Base building condition can matter more than the new finishes.

Turnover Condition

A clean shell-condition turnover is the baseline. If the space requires demolition of old partitions, removal of legacy cabling, MEP cleanup, floor levelling, ceiling removal, or remediation before new work begins, the budget can move before design upgrades are added.

MEP Modification Scope

HVAC zoning, supplemental cooling, electrical capacity, plumbing for break rooms or showers, added meeting room loads, server room requirements, and landlord building standards can shift a simple office TI toward higher pricing.

Schedule Premiums

Standard landlord fixturing periods often sit around 60-90 days. Aggressive 30-day turnovers can add overtime, weekend work, congestion, sequencing risk, and concurrent crew premium.

Millwork and Specialty Spaces

Reception, boardrooms, executive offices, wellness rooms, phone booths, pantries, custom signage, acoustic treatments, and high-density meeting areas push the project toward the upper band.

GTA-specific considerations

Older buildings and changed uses can complicate a straightforward TI.

Many GTA office tenant improvements are straightforward, but certain existing-building conditions can add cost, review time, and uncertainty.

Change of Use

Converting office space into medical office, daycare, food service, laboratory, training space, or other specialty occupancy can trigger OBC change-of-use review. The base building must support the new occupancy.

Barrier-Free Upgrades

Older buildings may require washroom, corridor, elevator, entrance, or common-area accessibility upgrades when significant tenant improvement work is performed.

Sprinkler and Life-Safety Modifications
