What this guide covers

Cold storage, refrigerated warehouse, and food-grade industrial facilities.

This guide is for Class D conceptual planning, where the expected accuracy band is roughly +/-20-30% under AACE 18R-97. It is useful before refrigeration design, equipment selection, or full engineering coordination is complete.

GTA Core

C$280-420 per square foot for a combined cooler and freezer facility with HFC or modern ammonia refrigeration.

This is materially higher than dry warehouse construction because refrigeration plant, insulated panels, freezer slab assemblies, doors, controls, and food-grade finishes carry major cost weight.

Secondary Ontario CMAs

C$240-370 per square foot depending on labour market, utility capacity, refrigeration system, food-grade requirements, and site conditions.

Secondary markets may price lower than GTA core, but power availability, servicing, refrigeration contractor availability, and TSSA or food-grade review can still move the budget.

Refrigeration system tier

The refrigeration strategy is the largest cost variable.

HFC Systems

HFC systems are common for mid-size facilities. Installed refrigeration cost can run roughly C$80-150 per square foot of refrigerated area depending on temperature, equipment, controls, and layout.

They can carry lower upfront capital cost but higher energy and environmental considerations over the facility life.

Ammonia Systems

Ammonia systems are common for larger industrial cold storage. Installed cost can run roughly C$100-200 per square foot of refrigerated area.

They usually require deeper engineering, TSSA review, safety planning, operator procedures, and PHSR coordination, but can offer lower long-term operating cost.

CO2 Cascade Systems

CO2 cascade systems are an emerging option for new construction. Installed cost can run roughly C$130-250 per square foot of refrigerated area depending on charge volume and system design.

Project Impact

For freezer-dominant facilities, refrigeration plant alone can represent roughly 30-45% of total hard cost. Cooler-dominant or mixed facilities may sit lower, but refrigeration still drives feasibility.

Envelope and slab

The building envelope has to perform like equipment.

Insulated Metal Panels

Coolers commonly use 4-6 inch insulated metal panels. Freezers may require 6-8 inch panels. Blast freezers can push toward 8-12 inch assemblies depending on temperature and performance requirements.

Panel thickness, door package, vapour control, thermal bridging, air leakage, and roof-wall interfaces can materially affect cost and performance.

Freezer Slab Assemblies

Freezer zones need reinforced slabs on insulation and often sub-slab heating to prevent frost heave. Cooler slabs are simpler, while deep-freezer areas require heavier specifications.

Freezer slab assemblies can run much higher than ordinary warehouse slab because insulation, heating loops, reinforcement, and vapour control all matter.

Mixed-use cold dock and dry warehouse

Many facilities blend dry, chilled, and frozen zones.

A cold storage project is rarely one uniform cost per square foot. The budget should be blended by temperature zone, refrigeration intensity, envelope specification, and operational flow.

Dry Warehouse Area

Dry storage areas may price closer to warehouse construction bands, unless they share heavy MEP, food-grade finishes, or special hygiene requirements.

Cooler Area

Cooler areas add insulated envelope, refrigeration load, specialty doors, condensate control, energy use, and tighter coordination between structure and MEP.

Freezer Area

Freezer areas carry the heaviest refrigeration, slab, insulation, door, controls, vapour control, and commissioning requirements. These areas usually drive the high end of the cost range.

Regulatory compliance

Cold storage projects can trigger TSSA, PHSR, food-grade, and OBC review at the same time.

This is why cold storage should not be treated as ordinary warehouse construction with a refrigeration allowance added at the end.

TSSA Refrigeration Review

Pressurized refrigeration systems can fall under TSSA jurisdiction. Ammonia systems are especially likely to require plan review, inspection, operator procedures, and safety coordination.

OHSA Reg. 851 PHSR

Refrigeration plant, ammonia handling, automated material handling, equipment platforms, guarding, and industrial process equipment can trigger Pre-Start Health and Safety Review.

Food-Grade and CFIA Overlays

Facilities storing or processing federally inspected food may require CFIA-related review and sanitary design overlays, including drainage, washdown areas, separation of raw and finished product, and cleanable finishes.

OBC Part 3 and Life Safety

Large-area refrigerated buildings need coordinated exit planning, freezer-zone life-safety provisions, emergency lighting, alarms, and operational access planning.

When to engage engineering review

Cold storage is an engineering-led design problem.
