CM-as-Agent · CM-at-Risk · CM Fee
We provide construction management for owners, developers, and institutional capital across Ontario, managing the build on your behalf as your accountable advisor while you retain trade-contract control, design authority, or both.
Choose Construction Management when you want one accountable advisor running tendering, schedule, cost, and site supervision, but you want to keep the trade contracts in your name, keep design authority, or both.
Trade contracts, design authority, or both stay with you. We run the process around your decisions.
CM-as-Agent, where you hold the trade contracts, or CM-at-Risk, where we hold them under a guaranteed maximum price.
Schedule, cost to date, RFIs, change orders, and the look-ahead, reported every week.
Costs tracked against your budget or GMP, reported directly to your finance and operations leads.
Both CM models put ProWise Construction beside you as construction advisor. The difference is who holds the trade contracts, and how much decision authority and cost risk stays with you.

CM is not a passive oversight role. It is the management system around tendering, construction, reporting, field decisions, and owner-facing control, running from pre-construction to turnover.
Trade-package scoping, pre-qualification, tender administration, bid levelling, and award recommendations, with documented analysis of price, schedule fit, contractor capacity, and bid completeness.
Pre-construction, mobilization, construction, and occupancy: design coordination meetings, trade interface management, inspection scheduling, owner approval gates, and turnover planning.
A site lead supervises trades, runs daily progress and safety briefings, keeps the site log, and reports weekly on schedule, cost-to-date, RFIs, change orders, and look-ahead items.
Payment certificates, trade contract administration, change orders with documented impact analysis, and monthly cost reporting against budget or GMP, reported directly to your finance and operations leads.
Constructability review, field-condition resolution, RFI tracking, and coordination with the design team and engineer of record.
Engineering credentials behind the build. Where CM projects need site plan approval or permits, structural, civil, MEP, or piping design, OBC review, PSHSR/PSSR reviews, TSSA coordination, or P.Eng. certification, ProWise Engineering carries that work under a separate engagement with a coordinated handover.
Procurement that needs documentation, audit-readiness, owner-controlled trade contracts, or CM-at-Risk under a GMP.
Plant modifications and equipment installs where the owner needs to stay close to trade decisions and operational constraints.
Joint ventures, REIT-funded builds, or lender-involved projects that need an owner-facing decision trail and independent cost reporting.
Programs where the owner wants to re-tender trades between phases while keeping management discipline in one place.
CM-as-Agent fits when you want oversight and trade-contract control. CM-at-Risk fits when you want cost certainty under a GMP and are willing to share decision authority on trade selection.
Yes. CM is strongest before tender, but we can pick up oversight at any pre-construction or construction phase. Later CM usually focuses on documentation, change-order discipline, and field reporting.
We surface conflicts through scope definition, trade coordination meetings, and documented RFIs. Under CM-as-Agent, the contract decision stays with you; we provide the analysis and a recommended resolution.
CM-as-Agent is usually a percentage of construction value or a monthly retainer with defined scope. CM-at-Risk is built into the GMP, with fee, contingency, and at-risk costs line-itemed transparently.
We respond within one business day with next steps and the clarifying questions needed to scope the engagement.
